LTB 060/21 – Capita TVL: Pay Agreement Reached – 1st January 2020

No. 060/2021

18th February 2021

Dear Colleagues

CAPITA TVL: PAY AGREEMENT REACHED – 1ST JANUARY 2020

I am pleased to advise Branches that after a very difficult year of negotiations protracted
by several factors including the impact of Covid-19, we have reached a one year
agreement on pay for our Capita TVL members from 1st January 2020. This agreement
has been endorsed by our Postal Executive.

One Year Pay Agreement – Minimum Pay Increase of 2%

Following many meetings, which included an escalation of negotiations to a senior level
of management, a revised offer was received from Matthew Vallance, Managing
Director, Customer Management Division on 10th February 2021, the key aspects of
which are as follows:

  •  2% Pay Increase: A 12 month pensionable pay increase of a minimum of 2%
from 1st January 2020 for all members
  • Impact of RLW: Some members will have already received a pay increase due
to the implementation of the Real Living Wage to £9.30 per hour from 1st April
2020. These members will also receive arrears (pensionable) equal to a 2% pay
increase for the period 1st January 2020 to 31st March 2020
  • Annual Leave: 1 extra day’s annual leave from 1st January 2021 (taking total
leave to 28 days) for all members with over 5 years’ service meaning 536 people
will immediately receive an extra day’s leave this year. This aspect of the
agreement will benefit everyone in time
  • Capita imposed a pay cap for across the Group for those earning over
£28k – a 2% pay increase as special dispensation for our London based Enquiry
Officers who, as a consequence of being TUPEd, earn over £28k inclusive of
    London Weighting
  • Next Pay Review Date – agreed for 1st January 2021.

Additionally, the following Joint Statement has been published today:

Capita and CWU Joint Communication: Pay Agreement

We have been mindful that some employees have been asking about an
update on our pay negotiations. We are pleased to announce that we have
concluded our negotiations and an agreement has been reached.

This year has proved challenging as we are in the most abnormal year any
of us have ever experienced and this has impacted on negotiations. We do
continue to have a good and constructive working relationship which has
helped us considerably during our various discussions over the course of the
pandemic.

The proposal will now be put to CWU members, and as such, you will
shortly be receiving a ballot paper to complete and return. The information
sent with the ballot paper outlines the main aspects of the pay agreement,
however, should you have any further questions please contact your CWU
Union Representative who will be happy to answer your questions. If the
offer is accepted by the members TVL will endeavour to process the back
pay in March 2021.

Both parties would like to thank you for your patience and support in this
matter.

Yours sincerely,
Paul Johnston                          Andy Furey
Partnership Director                 Assistant Secretary
Capita TVL                              CWU

Individual Members’ Consultative Ballot

The 2020 pay agreement will now be the subject of an individual members’
consultative ballot for membership ratification. The timetable is as follows:

Ballot papers despatched Friday 26th February
Ballot closes Monday 15th March

Assuming a YES vote the pay increase and all arrears will be implemented with March
salaries.

Real Living Wage – From 1st April 2020

We are pleased Capita has moved to the position of being a Real Living Wage
employer. The number of members who benefit from this policy demonstrates just
how poor Capita’s pay was previously. The Group has also confirmed it will apply the
new RLW rates this year meaning an increase from £9.30 to £9.50 per hour from 1st
April 2021 (a 2.2% pay increase).

New Pay Claim from 1st January 2021 to be Submitted Following the Ballot

Our pay claim letter for 2021 will be placed before our Postal Executive for
endorsement following this ballot and thereafter negotiations will hopefully
commence by April.

Conclusion

I would like to thank our members and Reps for their patience and ongoing support
during this difficult period of negotiation. The pay agreement is the best that can be
achieved in the prevailing circumstances and consequently, the Postal Executive are
recommending our Capita TVL members support the pay agreement.

Yours sincerely

Andy Furey
Assistant Secretary
