TERMS OF REFERENCE BETWEEN ROYAL MAIL (RM) AND THE COMMUNICATION WORKERS UNION (CWU) FOR THE RELOCATION OF OPERATIONS FROM THE NATIONAL DISTRIBUTION CENTRE TO THE MIDLANDS AUTOMATED PARCELS HUB

Branches and representatives will be aware of the activity that has commenced in relation to the new Midlands Automated Parcels Hub.
The departments have been engaged in discussions with the business to conclude arrangements for the scope of the activity. A TOR has now been concluded and endorsed by the Postal Executive, a copy of which is attached for your information.
While the nature of the activity differs slightly in respect of the functions involved in this instance the TOR defines the approach in respect of the Joint Working Group (JWG), which mirrors that used previously for the activity related to the NW Parcels Hub (LTB 591A/18 refers) as this was deemed to have been very beneficial. It should be noted that the JWG will also be supplemented at the appropriate time by additional leads on activity as required, i.e. Fleet.
Outputs, decisions and any recommendations from the JWG will be regularly reported to the National leads for endorsement.
It is confirmed that all activity associated to this relocation plan will be undertaken in line with National agreements, MTSF and the IR Framework.
All Health & Safety elements associated with the relocation activity will remain proper to the CWU National Health & Safety Department to develop and agree, prior to the deployment of any equipment or operational working practices.
Any amendment to existing arrangements in respect of National agreements relating to pay, bonus and terms and conditions remain proper to the relevant National parties and are considered to be out of scope of the JWG under these Terms of Reference.
