Girobank was founded in 1968 as the 'People's Bank' and was an initiative of the Labour government to provide banking facilities for those people who did not have bank accounts. The process was overseen by Tony Benn, the Postmaster General at the time.
It was sold by the Tory government to Alliance & Leicester in July 1990 and was subsequently acquired by the Spanish banking group Santander in 2008. There are around 1,300 current CWU members on the Bootle site.
It was the first bank designed for computerised operations, the first in Europe to adopt OCR (optical character recognition) technology, the first UK bank to offer totally free accounts to individuals and the first in Europe to offer telephone banking.
By the 1980's, one pound in every three pounds deposited in cash at a bank in the UK was deposited with the National Girobank via the Post Office.
In 1997 the processing work was outsourced to Unisys (along with 700 members) due to the steady decline of cheque use. This company is now called Intelligent Processing Solutions Limited (iPSL) and employs around 350 CWU members in Bootle. iPSL is jointly-owned by Unisys, Lloyds TSB, HSBC and Barclays and handles over 70% of all cheque processing in the UK.

As of the 1st November 2010, The Bootle Branch has been split after a decision made by the National Executive Committee. The new branches will be called (25/730) Bootle Financial Services Branch and (25/731) Bootle IPSL Branch.
